Meanwhile, I would suggest a few troubleshooting techniques that worked in some
cases.
Could you try these techniques to evaluate of this reduces the problem?
 1) From Developer Console (new or old), remove the test account.  Save.  Add
    the test account again.  Save.  Wait for a few hours and try to purchase
    again.

 2) From Developer Console (new or old), add a new test account and save.  
    Wait for a few hours and try to purchase using the new test account you've
    just added (instead of using the old test account).

 3) On the test device (running Android 3.x or above), go to [Settings] -
    [Accounts] screen and remove the test account.  Go to [Settings] -
    [Applications] screen and select [Google Play Store] app.  Tap [Clear
    Data] button.  Go to [Settings] - [Accounts] screen, and add the same test
    account again (as the 1st Google account for the device).  Go to the
    dialer of the device, and press "*#*#2432546#*#*" (this will start check-
    in process).  Wait until you receive "Checkin Succeeded" in the
    notification bar.  Start Google Play Store app (accept the terms of
    service of Google Play if necessary).  Then, try purchasing again.   
    (Unfortunately, this technique doesn't work for Android 2.x devices.  You
    may have to do factory-reset the device if it's Android 2.x.)
